The ACA shifted U.S. health policy from centering on principles of actuarial fairness toward social solidarity. Yet four legal fixtures of the health care system have prevented the achievement of social solidarity: federalism, fiscal pluralism, privatization, and individualism. Future reforms must confront these fixtures to realize social solidarity in health care, American-style.

Examining health policy and its recent reform misadventures in the United States from a moral viewpoint is painful. That the nation devotes 14% of its Gross Domestic Product to health servicesand yet lets more than 40 million citizens go without health coverage strikes critics, both foreign and domestic, as a disgrace explicable only by ethical deficiencies distinctive to the American value system. There is certainly merit in this critique, which understandably incites fire and brimstone about the urgent moral imperative of (...) getting the nation on the path of righteousness at last. Despite the lack of invariance problem (the many‐to‐many mapping between acoustics and percepts), human listeners experience phonetic constancy and typically perceive what a speaker intends. Most models of human speech recognition (HSR) have side‐stepped this problem, working with abstract, idealized inputs and deferring the challenge of working with real speech. In contrast, carefully engineered deep learning networks allow robust, real‐world automatic speech recognition (ASR). However, the complexities of deep learning architectures and training regimens make it difficult to use them to (...) provide direct insights into mechanisms that may support HSR. In this brief article, we report preliminary results from a two‐layer network that borrows one element from ASR, long short‐term memory nodes, which provide dynamic memory for a range of temporal spans. This allows the model to learn to map real speech from multiple talkers to semantic targets with high accuracy, with human‐like timecourse of lexical access and phonological competition. Internal representations emerge that resemble phonetically organized responses in human superior temporal gyrus, suggesting that the model develops a distributed phonological code despite no explicit training on phonetic or phonemic targets. The ability to work with real speech is a major advance for cognitive models of HSR. (shrink)

Under conditions of physiological stress, officers are sometimes required to make split-second life-or-death decisions, where deficits in performance can have tragic outcomes, including serious injury or death and strained police–community relations. The current study assessed the performance of 122 active-duty police officers during a realistic lethal force scenario to examine whether performance was affected by the officer’s level of operational skills training, years of police service, and stress reactivity. Results demonstrated that the scenario produced elevated heart rates, as well as (...) perceptual and cognitive distortions, such as tunnel vision, commensurate with those observed in naturalistic use of force encounters. The average performance rating from the scenario was 59%, with 27% of participants making at least one lethal force error. Elevated stress reactivity was a predictor of poorer performance and increased lethal force errors. Level of training and years of police service had differential and complex effects on both performance and lethal force errors. Our results illustrate the need to critically reflect on police training practices and continue to make evidence-based improvements to training. The findings also highlight that while training may significantly improve outcomes, flawless performance is likely not probable, given the limits of human performance under stress. Implications for the objective reasonableness standard, which is used to assess the appropriateness of force in courts of law, are discussed. (shrink)

The Brown vs. Board of Education decision of 1954 mandated school integration. The decision also to recognize that inequalities outside the schools, of both a class- and race-based nature, prevent equality in education. Today, the most prominent argument for integration is that disadvantaged students benefit from the financial, social, and cultural “capital” of middle class families when the children attend the same schools. This argument fails to recognize that disadvantaged students contribute to advantaged students’ educational growth, and sends demeaning (...) messages to the disadvantaged students and messages of unwarranted superiority to the advantaged. Parents, teachers, and schools can adopt a justice perspective that avoids these deleterious aspects of the capital argument, and helps create a community of equals inside the integrated school. Struggles for educational justice must remain closely linked with struggles of both a class- and race-based nature for other forms of justice in the wider society. (shrink)

An American teacher of literature and poetry living in Montréal, Curtis Brown, recovers Theodore Dreiser's An American Tragedy (1925) as a ‘virus novel’, venturing an integrated response to two literary questions occasioned by the recent pandemic: What might the contemporary ‘Covid novel’ look like? And how did the Spanish flu of 1918–1919—which infected a third of the world's population and killed 50 million—leave literary traces so few and faint? Brown tracks the genesis of An American Tragedy in (...) Dreiser's personal life, his research in microbiology and his general interest in plagues to show how a form traditionally associated with the ‘individual moral adventure’ was repurposed for an institutional epic of viral contagion and systemic malaise. Charting the vicissitudes of Dreiser's reputation over a century, and presenting his formal innovations as widely assimilated, largely unrecognized, and more relevant than ever, Brown concludes that a writer's influence, like a virus, can disappear into ubiquity. Against the background of “arms race” style competitive explanations for complex human cognition, such as the Social Intelligence Hypothesis Growing points in ethology, Cambridge University Press, pp 303–317, 1976; Jolly in Science, 10.1126/science.153.3735.501, 1966), and theories that tie complex cognition with environmental variability more broadly The evolution of intelligence, Lawrence Earlbaum and Associates, 2001), the idea that culturally inherited mechanisms for social cognition would be more capable of responding to the labile social environment is a compelling one. Whilst it (...) is tempting to think that the evolvability of culturally inherited cognitive mechanisms such as Cecilia Heyes’ cognitive gadgets would be akin to culturally inherited tools like axes or canoes, I draw on established theory in evolutionary developmental biology to show that this is a mistake. Their causal translucency, along with the degree to which they would be integrated within the organism, make cognitive gadgets far more like genetically inherited traits with respect to their evolvability. Consequently, their evolution is unlikely to be particularly fast or nimble. In making clear the constraints on the evolution of culturally inherited cognition and how they must influence our theorising the discussion also highlights the value of thinking about evolvability in this domain. ABSTRACT During a visit to Europe in the autumn of 1882, Henry Augustus Rowland, Professor of Physics at Johns Hopkins University, displayed diffraction gratings produced on a ruling engine he had designed and built, which were bigger and much higher quality than any previously made. Some were of a novel type, ruled on concave surfaces, which he used in a simple but equally novel spectroscope that he had devised, to reveal spectral lines in great detail, and by means of photography (...) to record spectral data much more rapidly than previously possible. Over about twenty years Rowland built three ruling engines, published photographic maps of the solar spectrum, compiled a catalogue of the wavelengths of lines in the solar spectrum correlated with laboratory-produced spectra of almost all the chemical elements, and produced and sold the diffraction gratings used by spectroscopists everywhere. For decades after his death Rowland’s ruling engines remained practically the only source of good-quality diffraction gratings. This paper describes and analyses this work of Rowland and of the other men, Theodore Schneider, John Brashear, and Lewis Jewell, who played major roles in it. (shrink)

The Black Lives Matter movement calls attention to the injustice involved in police killings of blacks and implicitly proposes that a particular emotional attitude--caring about the life of a human being not known personally to oneself--should have been, but was not, present in the police officers involves in these killings. I examine five prominent such killings, but especially Michael Brown, Eric Garner, and Tamir Rice [the article was written before the killing of George Floyd] for the character of the (...) moral failing involved in them, focusing especially on the police failure to aid once the subjects were subdued after being shot or taken down. The failure to care about life is not fully captured by three alternative, though complementary, moral failings--stereotyping, implicit bias, and failing to recognize the rights of black people. I then rebut four objections proposed by a police commissioner to my 'black lives matter' moral framework--(1) that shifting from an aggressive mindset toward someone perceived as a potential threat to a caring one is not possible; (2) that we should be concerned about behavior, not emotions; (3) that police officers kill white people also; and (4) that black police officers are sometimes perpetrators of the killings. In most general terms, my paper is about the mixture of agendas in the recording industry, where documentation, with its apparently educational implications, becomes difficult to distinguish from a range of distinct, even opposed, goals—which I group under the heading "fabrication." After a few historical remarks, I develop the concept of what I call works of phonography —that is, sound-constructs created by the use of recording machinery. I detail their ontological characteristics, as contrasted the features of ordinary musical works. WPs (...) are—I claim—replete. They are autographic. And they are phono-accessible—that is, accessible only through playbacks of authentic instances of their record artifacts, e.g., cassette tapes, CDs, etc. I then turn to Theodore Gracyk's recent study of rock music, arguing that his account is formally similar to my account of WPs. This raises the question of whether there be counter-examples to Gracyk's account—particularly of the sort that show his view to be too broad. I bring this to a focus finally by a comparison of rock recordings with jazz recordings—two classes that Gracyk tries to keep ontologically distinct. I argue that many classic jazz recordings are artifacts of the recording studio, no less than those Gracyk identifies as pure cases of rock music. In the same vein, I argue that, once recorded, the improvisational music of jazz is deformed—indeed, that it acquires features of WPs. This has the further implication that Gracyk cannot preserve his sharp distinction between rock and jazz records that he want's to maintain. (shrink)

Chronicles the irreconcilable tension between the visual and the verbal, beginning in 1806 with Wordsworth's questioning of the essential ground and companionableness of things, and concluding with Hardy's dramatization of the treacherous relationship between the word and the image.
